Kentucky House to Legalize Slots?

Yesterday, Speaker of the House in the state of Kentucky introduced a bill that would allow race tracks to carry slot machines. A similar bill was introduced the previous day in the state Senate. Kentucky has a complicated take on gambling, with most games being outlawed yet horse racing and betting on it not only accepted, but considered a part of state pride (such as the Kentucky Derby). In addition, Kentucky has a state lottery. If they pass a law legalizing slot machines, it would be a step toward allowing more gambling freedom within the borders of the Bluegrass State.

Though the gambling bills in the House and Senate are similar, there are some differences, with the main one being how the revenue is used. The House bill spells out specific purposes on which the money from slots will be spent. One such purpose is the construction and funding of public schools, which is a common reason given for allowing gambling. The Senate bill, however, is not specific and instead states that the revenue from the legalized slots would be placed in the general fund, to be spent as the government decides at a later point.

Kentucky, like most American states, is struggling during this recession (sorry Ben Bernanke, it is still a recession) and could use some extra money. Kentucky Governor Steve Beshear estimated that legalizing slots could generate approximately $780 million over the next two years. That’s money that could certainly help right now.

Dispute Resolution for 2009
