Ireland Says No, Yes, No
The Irish are being pulled in two different directions
these days as the debate between those who want land and online casinos
and those who do not. While the country has been very attractive to
foreign investors due to their low corporate tax rate, Ireland has been
cautious in its dealings with both land and online slots and casino
companies. Especially since the U.S. ratified the Unlawful Internet
Gambling Enforcement Act (UIGEA), which prohibits any financial
transactions with foreign gaming bodies, slot and casino companies have
been looking for other places to settle down and set up shop.
Most of the business has gone to the European Union, where
gambling activity is regulated as part of an open trade agreement with
all the members. The gaming industry is certainly very explosive and
profitable for those involved, and certainly the money is very enticing.
However, since the UK opened its doors to slot machines, they have seen
an increase in gambling addiction. Now the issue has been raised
regarding priorities for Ireland: economic growth vs. public health.
The major issue is that, technically, casinos are still
illegal in Ireland. While betting, through companies like Paddy Power, is
ok, slots and casinos are unlawful, based on legislation that has been in
place and unchanged for over 40 years. The big deal is that the law has
been turning a blind eye to gambling activity that has been going on
through private clubs, which in effect undermines the government’s
authority. Furthermore, if the country should decide to allow slots and
casinos to operate in Ireland to create some revenue, they will have to
decide on an appropriate way to regulate the gaming industry, and provide
resources for those involved, especially when it comes to addiction.
